For identified high-level talents in categories A, B, C, and D, a maximum of 5 million yuan in talent introduction and education funding support will be given to the employer at a rate of 20% of their annual salary, and a maximum of 300000 yuan in reward will be given at a rate of 100% of their annual local economic contribution. For industrial talents recognized as outstanding high-end talents, outstanding top talents, outstanding backbone talents, etc., economic contribution rewards will be given based on their annual local economic contributions of 100%, 100%, and 50%, respectively; For the first time purchasing commercial residential properties in the airport area, a maximum purchase subsidy of 3 million yuan can be given based on a certain proportion of the total purchase price. In terms of attracting young highly educated talents, the province has the greatest efforts. While enjoying living allowances, full-time doctoral students and master's students under the age of 35 who have worked in key enterprises in the district for 12 months will be given a one-time settlement subsidy of 30000 yuan and 20000 yuan, respectively.

  Emphasizethemarket performance orientation. In terms of expanding the scope of talent evaluation, key enterprise management talents with an annual tax payment of over 50 million yuan and flexible introduction of advanced technical research and development talents will be included in the high-level talent recognition system, and cultural industry talents such as cultural sports and social work will be included in the high-level talent recognition system. In terms of facilitating talent exchange mechanisms, we will actively coordinate and strive for the establishment of special talent programs, introduce a group of young talents with doctoral degrees or above and high-level talents, and explore the "district recruitment enterprise employment" model to arrange work in enterprises. Release a demand list around key industries and technologies, attracting scientific and technological talents from domestic and foreign universities, research institutes, and other enterprises and institutions to work part-time and earn wages in the airport area. In terms of leveraging the service functions of overseas talent institutions, relying on the overseas liaison office (investment promotion branch) of the airport area, state-owned enterprises under district management, commercial associations, technology talent service institutions, and headhunting companies, we will establish high-level talent service stations abroad to provide one-on-one services for innovation and entrepreneurship of high-level talents.

  Emphasize the orientation of industrial development. We have taken the lead in introducing six special industrial talent policies in different industries and fields throughout the province, and combined with the integration of industrial talents, the policy coverage has been expanded to 10 major industries, including electronic information, new energy vehicles, biopharmaceuticals, aerospace, new generation information technology, new energy, new materials, modern logistics, exhibition and trade, creative fashion, etc., to promote industrial quality and efficiency improvement. At the same time, supporting implementation rules or guidelines such as "Measures for Ensuring Enrollment Services for Children of Key Talents", "Detailed Rules for Employment Placement of Spouses of High level Talents", and "Implementation Measures for Supporting High end Talents through One Case, One Discussion" will be introduced to optimize and upgrade the talent service platform in Zhengzhou Airport Area, Henan.

  In order to deepen the implementation of the "talent strong zone" strategy and create a favorable environment for talents to live, work, and rest assured, Zhengzhou Airport District launched the "Zhengzhou Airport District Talent Apartment Intelligent Information Service System" on October 19, 2023, and the first batch of 548 talent apartments were launched on the same day.
