Air Connectivity of Zhengzhou Airport

Zhengzhou Xinzheng International Airport (CGO) has an air route network connecting with all major economies in the world. It is the first national aviation hub in China, the start point of Zhengzhou-Luxembourg Air Silk Road, and the fourth international mail hub port in China after Beijing, Shanghai and Guangzhou. CGO now operates 214 passenger air routes and 44 cargo routes (36 international routes connecting with 57 cities). CGO is among the top 40 cargo airports in the world, and is one of the greatest cargo airports in China, in terms of international cargo transport capacity, freighter fleet size and number of flights and destinations.

ZAEZ High-Speed Rail Station

ZAEZ HSR Station, designed with 16 platforms and 32 lines, and a building area of 500,000 m², was opened on Jun. 20, 2022. It is the first air-rail cargo transport center and a primary node of Henan's crisscrossed HSR network. With regard to highway transport, people can reach all major cities of the Central Plains Urban Agglomeration within 2 hours. Expressways and ring roads connect all major cities of Zhengzhou Metropolitan Area. There are five horizontal and five vertical expressways in the ZAEZ, ensuring efficient passenger and cargo transport.

Important Focus of Opening-Up in China's Interior

A "+1+7" port system has been created, which refers to Zhengzhou Airport, Zhengzhou Xinzheng Comprehensive Bonded Zone, and seven functional ports.

1. The first "1" refers to Zhengzhou Airport (CGO), a Tier-1 airport, whose cargo and mail throughput increased from 150,000 tons in 2012 to 625,000 tons in 2022. It ranks sixth in China in terms of cargo throughput and is among the top 40 cargo airports in the world for two consecutive years.

2. The second "1" refers to Zhengzhou Xinzheng Comprehensive Bonded Zone. The total import and export value of the Bonded Zone reached 465.958 billion RMB in 2022, ranking No.2 in China. It was given an "A" in the performance assessment of national customs special supervision zones for three consecutive years, ranking first in Central China.

3. "7" refers to seven functional ports of meat, live cattle, fruits, frozen aquatic products, edible aquatic animals, mail and pharmaceuticals. By offering 24/7 customs services, pre-declaration and other practices, the ZAEZ's port system is so far the most functional and efficient in China's inland area, and its import and export clearance time is far faster than the national average.

Ample Space for Development

The jurisdiction of Zhengzhou Airport Economy Zone (ZAEZ) is 747 km². Currently, the built-up area is over 110 km², the infrastructure service area exceeds 220 km², and the green space totals 32.92 km² with a green space ratio of 36%. The urbanized area of the ZAEZ defined by the urban growth boundaries (UGBs) is 406.81 km². Henan Province gives full support to the ZAEZ's development, and promises to give the ZAEZ at least 6.7 km² construction land quota each year, thus to meet the need of large investments.

Human Resource Advantage

The ZAEZ has a huge economic and human resources hinterland. Henan Province has a population of 100 million with 2.2 million middle-income people. In 2022, Henan's college graduates exceeded 800,000, ranking first in China for four consecutive years. The total retail sales of consumer goods reached 2.44 trillion RMB, ranking fifth in China. The ZAEZ is on the fast track of development. With BYD and other major projects starting operation in the ZAEZ, an increasing number of laborers will come, which will further boost consumption and investment in the Zone. In addition, the ZAEZ tries to establish a new labor management system to offer sound human resources support to local businesses.

Industry Advantage

Centered on the five visions and five goals, the ZAEZ makes a planning of ten pillar industries, and has primarily developed a "4+3+3" industrial system (4 advanced manufacturing industries: ICT, new-energy vehicle, biomedicine, aviation and aerospace; 3 strategic emerging industries: next-generation information technologies, new energy, new materials; 3 modern services: modern logistics, convention, exhibition and trade, fashion and creative industries). It aims to develop a 1-trillion-yuan ICT cluster led by Foxconn, xFusion and Loongson, a 100-billion-yuan new-energy vehicle cluster headed by BYD, Skyworth and Geely, a 100-billion-yuan biomedicine cluster anchored by the Central Plains Medical Science District, and a number of 10-billion-yuan clusters anchored by the Central Plains Medical Science District, and a number of 10-billion-yuan industry clusters.

"4+3+3" ZAEZ 4.0 Industry System

01: ICT

Following the path of "leading enterprise to business cluster", the ZAEZ spares no efforts to lengthen the industry chain and support innovation. To form a high-end manufacturing ecosystem covering key components and end products, the ZAEZ now targets semiconductors, integrated circuits, new-type display and other sectors, while building up the capacity in smartphone, server, VR/AR, intelligent wearable devices and home appliances, and other intelligent terminal products. The goal is to develop an internationally influential ICT base.

Foxconn Zhengzhou complex, the world's largest production base of iPhone, mainly conducts smartphone manufacturing, system integration, motherboard mounting, testing, R&D, design, manufacturing and maintenance of automation equipment and warehousing. In 2022, the complex contributed 54.66% of the import and export value of Henan Province.

Regarding semiconductor materials, Zhengzhou Wafer Works project is the first semiconductor-grade monocrystal silicon production base in Henan Province, which fills the blank in base materials of semiconductor integrated circuits in Zhengzhou and Henan Province.

As for optical electronic display, on Dec. 31, 2020, the fifth-generation thin film transistor liquid crystal display (TFT-LCD CTO) project started production. This production base was invested by CTO Opto-electronics Company, the first LCD display manufacturer in Henan. It filled the blank of new-type display industry of Henan, and marks that the era of LCD "made-in-Henan" and "developed-in-Henan" has come.

As for servers, xFusion Digital Technologies is a world leading provider of cloud computing, IT infrastructure and computability. In 2021, xFusion moved its X86 server production line to the ZAEZ. From construction to production, it took only 55 days. By 2026, the X86 production base is expected to achieve an annual production of 1.92 million and 100 billion RMB, and become the largest server provider in China and the second largest in the world.

02: New Energy

The ZAEZ facilitates and coordinates the development of related new-energy sectors, deepens cooperation with major new-energy vehicle firms, and supports low-cost, high-efficiency hydrogen production from renewable energy, development of passenger vehicles with fuel cells of high reliability and high environmental adaptability, development of fuel cell commercial vehicles, development and application of long-life, reliable fuel cell system, and application of hydrogen cell on city bus, delivery van, container truck and other types of commercial vehicles.

03: Aviation & Aerospace

The ZAEZ is vigorously developing aviation and aerospace industries, and gives full support to projects of flight simulator R&D and manufacturing, satellite R&D and manufacturing, BeiDou navigation terminal manufacturing, aviation and aerospace materials and components manufacturing, etc. Focusing on MRO, P2F, engine maintenance, aircraft leasing, aviation-related training, aviation materials trading, satellite test, operation and control, satellite remote sensing, satellite data operation services and other related subsectors, the ZAEZ aims to develop an aviation and aerospace industrial cluster with Henan's characteristics that facilitates the application of satellite and other aviation and aerospace technologies in transportation, logistics, water conservancy, agriculture, smart city and other fields in Henan Province.

04: New Materials

The ZAEZ focuses on superhard materials, semiconductor materials, new-generation electro-optic display materials, compound semiconductor materials, 3D printing materials, new-generation intraocular lens materials, special ceramics, biomedical materials, and other related sectors. The goal is to develop into a major new materials cluster in China. A new materials industrial park is under planning. A 12-inch silicon wafer production base, a 6-inch silicon carbide epitaxial wafer production base, and the factory of other devices/elements will be constructed with an investment of about 3 billion RMB.

05: New-Energy Vehicles

The ZAEZ facilitates the development of the BYD new-energy vehicle complex with the annual productivity of 1 million vehicles. Leveraging the resources of leading enterprises, the ZAEZ aims to extend to the segmentations of intelligent sensing system, cloud service terminal, power battery, electric motor, etc. The goal is to develop into a national major industrial base of new-energy and intelligent (networked) vehicles. BYD ZAEZ Complex started production on Apr. 6, 2023. It took only 37 days from agreement conclusion to construction commencement, and 17 months from construction to production. It is Henan Speed.

06: Modern Logistics

Leveraging Zhengzhou Airport, ZAEZ HSR Station and the international inland port, the ZAEZ keeps extending its air, land and maritime logistics corridors, and has created a comprehensive multi-modal logistics network extending throughout China and connecting China with the world. Efforts have been made to develop air logistics, e-commerce logistics, international logistics, supply chain logistics and other featured logistics clusters, and enhance integrated development of logistics with manufacturing, trade and other businesses. An international logistics hub based in Central China, radiating the whole country and connecting with the world is rising rapidly.

07: Convention, Exhibition and Trade

With an investment of 27 billion RMB, the Central Plains International Convention and Exhibition Center will have a building area of 1 million m². The ZAEZ facilitates the development of related exhibition and convention functions to undertake large international exhibitions, forums, and business exchange activities, as well as a high-standard convention and exhibition service system. In addition, the ZAEZ spares no efforts to foster headquarter economy, recruit all types of business services, and develop into a regional business and trade service center.

08: Next-Generation Information Technologies

The ZAEZ makes strategic planning of 6G technology, carbon-based chip, aerospace information, virtual (augmented) reality, metaverse, and other sectors. Systems supporting R&D, equipment manufacturing, promotion, and application services of future information network technologies will be created. It will accelerate the construction of China Telecom Data Center, ZAEZ AI Computing Center and other related projects, and the planning of an advanced computing industrial park. It will keep deepening strategic cooperation with Foxconn based on its "3+3" strategy, and strengthen cooperation with Beihang University to establish Zhipu AI Institute and AI Smart Computing Center.

09: Fashion and Creative

To execute the strategies of "cultural tourism and cultural creativity integration" and "Design Henan", the ZAEZ focuses on creative design, digital content, performance and entertainment, leisure tourism, movie and TV media, ACG, e-sports, industrial arts, and other related sectors, and aims to develop into a center of creative industries, a new landmark of cultural tourism and cultural creativity, and a new model of creative urban design.

10: Biomedicine

With a vision of 30 years ahead, the provincial Party Committee and the provincial government plan to build the Central Plains Medical Science City and the Henan Academy of Medical Sciences in the Aviation Port area, and the reconstructed Provincial Academy of Medical Sciences has been officially unveiled on July 15, 2023, positioning as a new research and development institution of medicine, teaching, research, production and information "five-in-one", and the core base and public platform of medical science innovation in the province. Centering on the formation of "one hospital, one city and one industrial cluster", the aviation port area will realize the "scientific research - clinical - industry" integration, and will drive a series of high-end biomedical health research institutions, universities, and leading enterprises to land, striving to build the second hundred-billion-level industrial cluster. In terms of carrier, Linkong Biomedical Industrial Park (Phase I) was completed and put into operation, and was approved as the first biomedical CXO integrated pilot base in Henan Province, which has gathered a number of leading enterprises in the pharmaceutical field such as Hongyun Huining, Shengshi Biology, Dongfulong and Mataibao.
