Zhengzhou Airport Economy Zone (ZAEZ) is located 25 km southeast of Zhengzhou's downtown area, with a planning area of 415 k㎡. Located at the center of Zhengzhou, Kaifeng and Xuchang triangle metropolitan area, it plays an important role in connecting east and west, connecting south and north in the great cycle of China.As the first airport economy zone approved by the State Council, ZAEZ is strategically positioned as an international aviation logistics center, a modern industrial base led by the aviation economy, an important portal for opening-up in the inland regions, a modern aerotropolis and the core growth pole of the Central Plains Economic Region.
ZAEZ is the first RMB innovation pilot zone in China's interior, the third national pilot zone for talent introduction, and a demonstration zone for institutional innovation in Henan. It spearheads Zhengzhou's construction as a national central city, enjoys priority in Henan's "Three Zones and One Cluster" national strategy, and serves as the largest brand of opening-up in Henan and a strategic platform propelling the province's integration into the global economic cycle.
The Regulations of Zhengzhou Airport Economy Zone came into force on March 1, 2021. According to the Regulations, ZAEZ is endowed with greater autonomy as a first mover; the management committee of ZAEZ exercises the economic and social administration authority at the level of the city government and is granted the special administration authority by the provincial government. These have enabled new opportunities for ZAEZ to accelerate its development in the future, which is of great significance for giving play to the leading role of ZAEZ and promoting the high-quality economic development in Henan.
ZAEZ is located 25 km southeast of Zhengzhou's downtown area, with a planning area of 415 k㎡ and a planned population of 2.6 million. It is identified by the CPC Zhengzhou Municipal Committee and Zhengzhou Municipal People's Government as the "side city" of Zhengzhou for building a national central city. Based on the comprehensive analysis of the role of air freight and passenger transportation in resource agglomeration, a functional layout featuring "the aviation logistics distribution functional area at the core, the integrated urban service area in the north, and the advanced manufacturing cluster in the south" has taken shape, dividing ZAEZ into the central, southern and northern areas. "The aviation logistics distribution functional area at the core" is formed around the airport, which gives full play to the driving role of the comprehensive bonded zone and features international trade, export processing, air transportation and aviation services; "the integrated urban service area in the north" integrates business and commerce, science and technology R&D, high-end residence and other functions, aiming to create an ecological, smart and livable new city; "the advanced manufacturing cluster in the south" aims to build a science and technology innovation transformation base and an aviation-related industrial development area.
In 2021, based on the above functional layout, ZAEZ has plotted three core areas, namely, the Airport New City, the Air-Rail New City and the Shuanghe Lake Science and Technology City. The Public Cultural Service Center and the International Economic and Cultural Exchange Center, among the 32 core modules under key planning and construction of Zhengzhou, are located in the Airport New City and the Air-Rail New City, respectively.
The "2+8" industry clusters worth tens of billions yuan and hundreds of billions yuan have been initially established. "2" refers to the electronic information industry cluster represented by intelligent terminals and the modern trade and exhibition industry cluster with a market size of hundreds of billions yuan; "8" refers to the eight industry clusters worth tens of billions yuan, including new energy vehicles, biomedicine, intelligent equipment, new display, new infrastructure, aviation logistics, cross-border e-commerce, and headquarters economy.
ZAEZ is working to build a three-dimensional integrated transportation hub integrating Zhengzhou Xinzheng International Airport, Zhengzhou South Railway Station, and passenger/freight intermodal transportation. Zhengzhou Xinzheng International Airport is one of the eight hub airports in China and a national Class-I airport, with five runways under long-term planning, including one dedicated for freight transportation. With routes to major economies worldwide, Cargo throughput of Zhengzhou Xinzheng International Airport exceeded 700,000 tons in 2021, reaching 705,000 tons with a year-on-year growthrate of 10.2%. Cargo volume has ranked the 6th in China for two consecutive years; Among them, the international cargo and mail throughput exceeded 540,000 tons, ranking 5th in China. Zhengzhou-Luxembourg "Air Silk Road" core node status is more prominent. Zhengzhou airport Railway Station will be put into operation soon, with 16 platforms and 32 tracks planned. After completion, it will become the first comprehensive cargo distribution center supporting air-rail intermodal transportation in China and the core node of the high-speed railway network extending to all directions in Henan.
The "1+1+7" port system has been basically established in ZAEZ, forming the most comprehensive and efficient pattern of opening-up in the inland regions.
The first "1" is Zhengzhou Xinzheng International Airport which is a Class-I aviation port.
The second "1" is Zhengzhou Xinzheng Comprehensive Bonded Zone. As the first comprehensive bonded zone in the central region, Zhengzhou Xinzheng Comprehensive Bonded Zone took the lead in implementing a series of reforms and innovations such as the pilot program of general VAT taxpayers, selective taxation, and warehouse inward movement. In 2021, it recorded a total foreign trade value of RMB 524.56 billion with a year-on-year growth rate of 17.9%, achieving the increase for the 10th consecutive year after its completion, ranking in the forefront in China's comprehensive bonded zones. Zhengzhou Xinzheng Comprehensive Bonded Zone is divided into "four functional areas", engaging in bonded processing, bonded logistics, port operations and comprehensive services. It develops "nine businesses", focusing on bonded processing, modern logistics, service trade, bonded R&D, inspection and maintenance, bonded exhibition and special finance, providing services such as warehousing and logistics, foreign trade (international entrepot trade), international procurement, distribution and delivery, international transshipment, inspection and after-sales service and maintenance, and commodity display, R&D, processing and manufacturing.
"7" refers to the designated ports for imported meat, fruit, chilled aquatic products, live cattle and edible aquatic animals, the international mail transit port, and the port for imported drugs which has completed its first service.
The clearance time for imports and exports at Xinzheng Customs has been reduced to 12.4 hours and 0.05 hours, respectively, which are 1/5 and 1/49 of the national average; the clearance efficiency for imports and exports from the port operation area to the airport has reached 27 times and 29 times that of the same period nationwide. The level of customs clearance facilitation has been continuously improved.
By 2025, ZAEZ will be built into an experimental zone with vitality, competitive advantages and international influence. Its status as an international air freight distribution center will be significantly improved, topping the national list with the air cargo and mail throughput reaching about 3 million tons. An industrial development pattern driven by innovation, led by high-end industries and featuring international cooperation will take shape, realizing main business income of over RMB 1 trillion from aviation-associated high-end manufacturing industries. A modern aerotropolis will be built with business environment fully in line with international standards and total import and export volume reaching USD 200 billion, making ZAEZ a new focus of opening-up that leads the development of the Central Plains Economic Region, serves the whole country and connects the world.
By 2035, the resident population within the planning scope will be controlled within 2.6 million.
By 2035, the scale of land use in urban construction will be 260 k㎡, and the per capita area of land use in urban construction will be 100 ㎡.
